DOG IS DECLINING IN KENNEL, BECOMING MORE RECTIVE AT THE KENNEL FRONT TOWARDS STAFF AND VISITORS, BARKING AND LUNGING. IN YARD DOG IS ASSERTIVE AND OVER CORRECTIVE WITH THE OTHER DOGS. LOS 26+ DAYS SHELTER IS OVER CAPACITY.
