*Foxy has been placed on FINAL*

Foxy has consistently demonstrated high Fear, Anxiety, and Stress (FAS 3–5) throughout her shelter stay, with a quality of life assessment of poor. In the kennel, she frequently alarm barks, jumps and body slams against the kennel door, paces, spins, and displays whale eye, growling, and baring her teeth. On some occasions, she has charged or lunged at the kennel barrier. These behaviors have persisted despite being given medication.

Outside the kennel, Foxy has shown she can engage positively with people, greeting multiple people in the yard and allowing head pets. However, she can be nervous during handling and around certain people. She has also displayed mouthiness and attempted to bite at the leash. During a previous field interaction, she growled when someone reached for her toy and displayed a stiff body and whale eye, indicating possible discomfort around resources. During a dog-to-dog introduction, Foxy mirrored the helper dog's behavior when the dog jumped up and wrapped its paws around her neck.

Although she has shown some ability to engage with people outside the kennel, her behavior varies considerably depending on the environment and stress level. Her ongoing high FAS and poor quality of life, indicate that she is struggling to cope with the shelter environment.

Path Forward: A rescue partner must commit to and pull Foxy by 5:00 PM on 11/3/2026, or she will be humanely euthanized.
The required behavioral waiver must be signed and submitted before she leaves the shelter.
